On September 24th, 2024 community members, partners, and funders gathered in Baltimore’s Sandtown neighborhood to celebrate the ribbon cutting of Frances Ellen Harper Park. Serving a community of 3,252 residents within a quarter-mile radius, the park, located at provides much-needed recreational and communal space. The park includes amenities such as shade structures and stoop amphitheater seating.

Parks & People and Frances Ellen Harper Park
Parks & People’s mission is to improve Baltimore through green space and education. Francis Ellen Harper Park is a transformative green space in the Sandtown neighborhood of Baltimore, Maryland. This post-demolition park, spanning an acre of greenspace across 35 parcels, was developed as part of the Baltimore City Green Network Plan. Identified as a pilot site by the Baltimore City Department of Planning and the Office of Sustainability, the project broke ground in Fall 2023 and was completed in Spring 2024.
Francis Ellen Harper Park stands as a testament to community resilience, sustainability, and the power of green spaces to foster connection and growth. Lafayette Square CDC partnered with Parks & People, and will help maintain the park post-construction.
